Media library not showing – images not showing on web pages

    Hi
    I am a novice and am having problems recently with the images on my website.
    1) I am unable to upload new images to the media library and am unable to view images already in the library.
    2) On the website, the home page images display but on the supporting pages they do not – and you get a Forbidden Error regarding permission to view the .jpg and that “Server unable to read htaccess file, denying access to be safe.
    Please advise on where I should start trying to resolve these issues.
