This PR introduces a
watchdogplugin which can house the code for bunch of things we want to keep an eye on.As of version
1.0.0will monitor room directory of rooms and post alerts when new rooms are sighted on homeserver or when rooms are deleted.It stores the room list at boot and checks for changes every 5mins and post alerts of changes.
